1. Executive Summary
A&S Group is committed to reducing carbon emissions across its
operations, in line with Welsh Government guidance and national best
practice. This Carbon Reduction Plan outlines our baseline emissions,
reduction targets, measures, monitoring, and governance, demonstrating
our commitment to achieving a 30% absolute reduction in carbon
emissions by 2030. This plan supports the requirements of PPN 06/21:

4. Carbon Reduction Targets
Absolute reduction target: 30% reduction by 2030 across Scope 1,2, and relevant Scope 3 emissions.
Interim milestones:
2026: 10% reduction
2028: 20% reduction
2030: 30% reduction
The target is absolute, ensuring total emissions decrease regardless of
business growth.

fleet mileage, and estimated procurement volumes. Measures are monitored

6. Monitoring and Reporting
Annual monitoring of Scope 1, 2, and 3 emissions using verified
calculation methodologies.
Progress against interim and final targets reported publicly each
year.
Carbon reduction plan will be reviewed and updated every 2 years,
incorporating lessons learned and improved reduction strategies.

7. Governance
The Sustainability Team, led by A. Bethel, Group Commercial
Manager, is responsible for implementing and monitoring this plan.
The team reports quarterly to the executive board, ensuring
alignment with business strategy and accountability for emissions
reduction.
Annual review of carbon performance is included in board-level
reporting.
All staff are briefed on carbon reduction objectives, with
responsibilities incorporated into operational procedures.
